Code Enforcement Fire Inspector (DHSEM #10112115)

The primary purpose of this position is to perform fire and life safety inspections on public occupancies according to state law in. This job requires weekly travel for up to 5 days a week to perform these inspections. This position may be assigned other duties that will not interfere with the primary job duties stated above. This job is a critical function of this agency as fire inspections help maintain public safety throughout the State of New Mexico.

Grant Accountant & Auditor (DHSEM #10103256+)

The Grant Accountant and Auditor is responsible for grant draw downs, reconciliations, and closeouts for disaster and non- disaster grants awarded to our agency. This is done by gathering and compiling necessary data and information from various sources to ensure comprehensive and complete reports. Track and manage tracking logs with daily review of grant revenue and expenditures  for DHSEM and FEMA compliance, to ensure accurate coding and reimbursement with grant requirements. Perform monthly reconciliations for each assigned grant and enter adjusting journal entries in SHARE, as needed. This position is required by the Department to draw federal operating funds to cover expenditure from different systems. Prepare and submit accurate and timely quarterly financial reports to FEMA for assigned grants. Collaborate with internal teams to gather relevant information and ensure compliance and deadlines are met for grant requirements.

Principal Accountant -AP (DHSEM #10118425)

The Accounts Payable position exists to provide expert oversight for the agency’s accounts payable operations. This role ensures that all payments to vendors, grantees, and employees are processed accurately, timely, and in compliance with applicable laws, regulations, and accounting standards. It is responsible for developing, implementing, and maintaining internal controls and policies that strengthen the integrity and efficiency of the accounts payable function. The position analyzes complex financial data, reconciles high-volume transactions, and resolves discrepancies to support clean audits and transparent financial reporting. It also plays a key role in system enhancements, including optimizing the use of the SHARE Financial system for payment processing and reporting. The Principal Accountant collaborates with internal and external stakeholders to improve workflows and ensures compliance with audit and reporting requirements. Ultimately, this position supports fiscal accountability and protects public resources through effective management of disbursement operations.

CDBG-DR Bureau Chief (DHSEM #10118433)

The State of New Mexico was awarded HUD¿s Community Development Block Grant ¿ Disaster Recovery (CDBG-DR) funding for disasters in 2024 (including DR-4795-NM: South Fork Fire, Salt Fire, and Flooding; and DR-4843-NM: New Mexico Severe Storms and Flooding) and 2022 (DR-4652-NM: New Mexico Wildfires, Flooding, Mudflows, and Straight-Line Winds). These funds are intended to help communities recover through investments in housing, infrastructure, planning, and economic recovery. Program details are available on the DHSEM website.

The CDBG-DR Bureau Chief leads and manages the teams responsible for executing the State of New Mexico¿s CDBG-DR programs, including both current and any future allocations. This includes oversight of the housing program (repair, reconstruction, or new construction of homes for impacted households), direct implementation of housing recovery initiatives (e.g., New Mexico Building Resiliency Center), as well as administering subgrants for infrastructure and planning programs.

The Bureau Chief ensures timely and compliant administration of funds: that subrecipients meet eligibility, that performance metrics are met, that reporting is accurate and on schedule, that citizen participation and environmental compliance, among other regulatory requirements, are adhered to, per the HUD and Federal Register rules.

Emergency Management Coordinator (DHSEM #75154)

The Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery.

Senior Budget Analyst (DHSEM #10118424)

This Senior Budget Analyst position exists to support the effective development, coordination, and oversight of the agency’s budget and financial operations. It plays a key role in preparing the annual Appropriation Requests and Operating Budgets in collaboration with Leadership and the Finance Bureau Chief. This position ensures accurate and timely submission of budget documents through the Budget Management System and assists in maintaining the accuracy of budget adjustments throughout the fiscal year. It also prepares various budget-related forms, provides monthly budget projections for grants and special funds, and reconciles expenditures to budget to ensure fiscal integrity. Additionally, the position tracks budget activity, enters journal entries, and compiles financial information for internal and external reporting needs.
