New Mexico seeks contractors for $100 million home recovery program
RFP open for rebuilding homes damaged by 2024 fires and floods in Lincoln and Chaves Counties
New Mexico is seeking home builders and repair contractors to help residents rebuild after 2024 fires and floods through a $100 million federally funded program.
The New Mexico Department of Homeland Security and Emergency Management (DHSEM) issued a Request for Proposals this week for contractors experienced in residential repair and reconstruction, manufactured and modular home replacement, elevation work in flood-impacted areas, and construction incorporating wildfire-resistant standards. Vendors may apply to provide one or multiple services.
“This RFP is a key milestone in the recovery process for many New Mexicans,” said Maj. Gen. Miguel Aguilar, DHSEM interim cabinet secretary. “We’re moving as quickly as possible to help residents rebuild their homes and their lives, and we’re committed to hiring high-quality contractors who understand how important this work is.”
The state is strongly encouraging New Mexico-based contractors to apply. Keeping qualified work local helps ensure rebuilding dollars stay in the state.
The funding comes from a $137 million Community Development Block Grant – Disaster Recovery allocation administered by the U.S. Department of Housing and Urban Development. Of that total, $100 million will fund the New Mexico Home Recovery Program, which will make grants available to repair or rebuild homes with disaster-related damages. DHSEM will work directly with selected contractors to complete work for eligible residents.
Residents with disaster-related damages from 2024 can submit an Intent to Apply form by calling (505) 670-4662 or online at dhsem.nm.gov/cdbg-dr2025. Once applications for the New Mexico Home Recovery Program are open, residents who completed an intent to apply will be contacted with additional details.
